According to EU whistleblower directive from 2019, organizations employing 50 people or more should offer a whistle blowing channel, an online reporting platform, for reporting misconduct or other inappropriate activity.
Many HE institutions offer a similar service for their students, under different names (e.g harassment prevention). Educators should be aware of such channel and be able to guide students to use the channel if needed.
